Residential and Neighborhood Instability in Oakland

Stable, secure, and affordable housing opportunities are critical to ensuring community health and well-being. This report draws on data provided by the City of Oakland and Alameda County and other publicly available data sources to identify areas in Oakland exhibiting residential and neighborhood instability. Our findings underscore the need to target strategies in  Deep East Oakland and pockets of West Oakland, where code violations, unregistered rentals, rent-burdened residents, tax delinquent properties, and owners of large numbers of Oakland properties are more prevalent. They also highlight gaps in existing data for identifying needs across racial and ethnic groups. Intervention and increased data collection are crucial for mitigating residential and neighborhood instability as the effects of the COVID-19 pandemic unfold. 

This report extends previous work conducted by the authors and by partners at the Federal Reserve Bank of San Francisco and the Housing Initiative at Penn on housing vulnerability. We thank the City of Oakland’s Department of Housing and Community Development for their ongoing partnership.
